In summary, these two things are:
Now, because you are on macOS you might happen charge your iPhone on your computer. What happens when we have been using our iPhone as a hotspot? Via, we are connected to our HOME WiFi right? But it is possible to connect up using your iPhones Data while its still in hotspot mode, via the USB Hotspot.
This data can be 'more expensive' than traditional WiFi and Ethernet data, consequently it is important to know when we are using this more costly data. Sometimes your iPhone hotspot is active, and you are connected to it via USB, your intent was for charging, and you don't realise that you are using the mobile data instead of WiFi data. This helps you notice these things.
Apple have a little support note on USB and WiFi hotspots.
